My step mum was informed on the phone from HMRC that she could not transfer because she is not working or earning. The guidance you have directed me to does not suggest that this is true. Please could you advise?

Asking on behalf of my parents: Neither are of retirement age so not earning state pension, but neither are working anymore They are married My dad is earning a civil pension My step mum is not earning anything Are they eligible for marriage allowance? Obviously my step mum would be transferor, and my dad would be looking to reduce tax on his civil pension and savings interest.
